This new visa complements the Active Investor Plus Visa, refreshed in April 2025, and forms part of a broader strategy to foster sustainable economic growth through targeted foreign investment and entrepreneurial engagement.

Key Features of the Business Investor Visa

The BIV offers two distinct investment pathways, each tailored to different investor profiles:

  • Standard Pathway:
    Requires a minimum investment of NZD $1 million in an eligible New Zealand business. Investors become eligible for residence after three years of active involvement.
  • Fast-Track Pathway:
    Requires a NZD $2 million investment, with eligibility for residence in just 12 months, provided the investor retains an ownership interest for at least three years.

Investors may either acquire an existing business or purchase a minimum 25% ownership stake, subject to eligibility criteria. The visa is valid for up to four years, and applicants may include their partner and dependent children in their application.

Eligibility Criteria: A Focus on Quality Investment

To ensure alignment with New Zealand’s long-term economic goals, applicants must meet the following requirements:

  • Investment Threshold: Minimum of NZD $1 million (Standard) or NZD $2 million (Fast-Track).
  • Age Limit: 55 years or younger at the time of application.

  • Job Creation: The business must employ at least five full-time equivalent staff.

 

Excluded Business Types

To maintain the integrity and impact of the programme, certain business types are excluded from eligibility, including:

  • Drop-shipping operations
  • Gambling and adult entertainment
  • Tobacco or vaping product manufacturing
  • Franchised fast-food outlets
  • Convenience and discount stores
  • Immigration advisory services
  • Home-based businesses
